In exercise of the authority granted by Section 21.2 of the Seeds Act of Bhutan 2000, the Ministry of Agriculture and Livestock is pleased to issue the Seed Rules and Regulations of Bhutan 2025 to facilitate the implementation of the provisions of the Seeds Act of Bhutan 2000. The Seed Rules and Regulations 2018 was revised to accommodate the changing needs as a result of time and development interventions. The Rules and Regulations will come into enforcement with effect from July 18, 2025 and shall supersede the Seed Rules and Regulations of Bhutan 2018 and all previous orders and any amendments issued till now.

The concerned agencies as mentioned in the Seed Rules and Regulations of Bhutan 2025 shall be responsible for the implementation of this Rules and Regulations.
