It has been observed in recent times that many pet dogs are not being properly managed and are increasingly found roaming freely in public places. This has led to serious public safety risks, including dog bite cases, road traffic accidents, an increased risk of transmission of infectious and zoonotic diseases.

These irresponsible behaviors directly negate the sustained achievements of the Nationwide Dog Population Management and Rabies Control Programme and are a key driver of uncontrolled breeding and the rise in free-roaming dog populations.

The Department of Livestock, under the Ministry of Agriculture & Livestock, hereby notifies all pet owners that registration and microchipping of pet dogs are mandatory under prevailing laws and regulations. Pet owners are required to keep their pet within their private premises at all times. If pet dogs are taken to public places, they must be properly restrained to prevent any
harm to the public and environment. Compliance with these provisions is a legal obligation of every pet owner.

Failure to comply with the aforementioned requirements shall be liable to penalties as prescribed under the prevailing laws and regulations, without further notice.

All pet owners are urged to act responsibly and cooperate in safeguarding animal welfare, public health, and community safety.
